January 26, 1999 PEDA established by final reading and approval of the Ordinance by the Pittsfield City Council. October 7, 1999 The Consent Decree was lodged in US District Court, Western Division in Springfield October 29,1999 EPA opens the 60 day public comment period on the Consent Decree to run through December 27,1999 2000 January 18, 2000 EPA extends the public comment period until Feb 23, 2000. At the close of the period two groups filed “intervenor” status claiming decree is flawed and clean-up is not adequate. EPA and City given additional time to respond July 21, 2002 Department of Justice, EPA, DEP, and the City of Pittsfield, after extensive review of written comments, public hearings, and City Council hearings requests the District Court in Springfield to approve the Consent Decree. October 27, 2000 The Consent Decree was given Final Approval by Judge Michael Ponser In the United States District Court in Springfield Ma. October 27, 2000 Under the terms of the Consent Decree GE, the City, and PEDA are allowed to begin implementation of the Definitive Economic Development Agreement November 29, 2000 PEDA issues a request for proposals for masterplaning services 2001 January 5, 2001 Closing date for rfp’s. PEDA receives 7 proposals. Committee appointed to evaluate them. Committee membership consists of representatives of the PEDA board, City Boards and Agency’s, MassDevelopment and Community volunteers. January 19, 2001 Down select to three finalists. Interviews scheduled for finalists February 06, 2001 Clough, Harbor& Associates selected as lead for masterplaning Services. Hill Engineering, Sasaki Associates, and RKG Associates are subcontractors to CHA. June 27, 2001 Design Charette was convened with forty participants over a two day period. Preliminary Concepts, positive attributes as well as constraints of the site are identified. July 2001 Design team identifies the foundation reuse plan called for in the DEDA as a major obstacle to the completion of a comprehensive Master Plan. PEDA Board authorizes discussions with GE to consider alternatives. August 2001 GE acknowledges foundation issues, but will not consider alternative until they fully understand and complete a preliminary investigation. GE acquires the services of Parallel Associates of New Hampshire as site consultant. GE offers their data to PEDA design team. August 2001 PEDA Board directs CHA to continue all aspects of the Master Plan in parallel to the foundation investigation. August 2001 PEDA Board authorizes a request for proposals for a thorough investigation of the million plus square feet of the existing foundations October 2001 Board receives 3 proposals for foundation investigations October 2001 Discussions on environmental insurance begin with AIG November 2001 Parsons, Brinckerhoff of Boston selected as contractor for foundation reuse investigation and plan. December 2001-April 2002 PB performs on site evaluation and makes preliminary recommendations for aprox. 735,000 sq.ft. of existing foundations. 2002 January 2002 Negotiations with GE, AIG, MassDevelopment and PEDA begin for DEDA required multi million dollar Environmental Insurance Policy. May 2002 PEDA /PB/MassDev present our findings and recommendations for additional testing of the remaining to GE July 2002 GE submits Parallel Associates review of PB report to PEDA along with specific locations they feel would meet their obligations under the DEDA July 2002 PEDA successfully concludes the negotiations with AIG on Insurance July 2002 PEDA applies to Mass Office of Business Development for premium subsidy under the BRAC program August 2002 Discussions begin on foundation reuse compromise August 2002 MOBD public hearing on PEDA application for subsidy September 2002 MOBD announces 100% subsidy for PEDA Environmental Insurance October 2002 PEDA submits proposal to GE for foundation plan in 30’s complex November 2002 Agreement reached on foundation plan pending EPA and DEP approval of material reuse protocol. 2003 January 2003 EPA approval received for reuse of the demo material in the 30”s complex January 2003 Request for proposals for demolition of the 30’s complex contractor issued February 2003 Contractor selected for demo work in the 30”s. Submittal for permits and review by Conservation Commission completed. February 2003 Demolition of building 34 begins. February 2003 Public review of proposed youth athletic facility begins. March 2003 Request for proposals for Contractor for youth facility issued March 2003 Request for proposal for marketing / public relations consultant issued March 2003 Request for proposals for demolition of the 20’s complex issued April 2003 Demolition of building 33 begins April 2003 City of Pittsfield thru its Parks Commission approves the youth athletic facility and agrees to maintenance plan proposed by PEDA May 2003 Consultant selected for marketing / public relations work May 2003 Contractor selected for demo work in the 20”s. Submittal for permits and review by Conservation Commission completed. June 2003 Recycling of demo material from the 30’s complex begins June 2003 Contractor for youth athletic facility chosen and contract awarded July 2003 Construction of youth facility begins July 2003 Grading of 30’s complex begins.
